Following is my reply to Chinese note :-

Peking, June 23, 1904.

Chinese Government have been frequently requested, but without result, to appoint a Chinese member to the Board.

It is doubtful whether the present proposal will be approved by foreign Powers, firstly, because it is proposed to apply Customs revenue, which is already fully pledged; secondly, because guarantees afforded by conditions accepted by China in 1901 for the proper execution of necessary works are entirely absent.

I am therefore unable to recommend to His Majesty's Government the acceptance of the proposals contained in the Chinese note, but I am forwarding it to them.

Replies to the same effect will be sent by the United States', German, and Japanese Ministers.
